Një rrëfim kosovar gjysëm i vërtetë dhe pesë milionë euro në mes

Në fund të muajit mars, ish Qeveria e Kosovës mori vendim të ndajë një fond prej pesë milionë eurosh për sportistët dhe artistët e skenës së pavarur kulturore. “Pakoja emergjente”, siç u quajt, synonte t’u vinte në ndihmë artistëve dhe sportistëve, në kohën kur për shkak të pandemisë, aktivitete kulturore e sportive ishin ndërprerë krejtësisht. Kishte vend për entuziazëm. Ta hajë dreqi, thoja, më në fund po ndodhë diçka normale në këtë vend. Kur gjatë asaj kohe, në zoom-diskutimet e ndryshme që kisha, u tregoja kolegëve dhe miqëve ndërkombëtarë, të gjithë ngeleshin të befasuar për të mirë. Paj, sepse një fond të ngjajshëm kishte ndarë Gjermania, Zvicra… dhe ndoshta shtete të tjera të perëndimit. Por Kosova?!! Një kolege e imja rumune më tha me humor se na e kishte zili dhe se pas pandemisë do të vinte të jetonte në Kosovë.

Pesë milionë eurot e premtuara nuk u janë ndarë akoma artistëve e sportistëve. Dhe me gjasë, nuk do t’u ndahen kurrë. Mund të konstatojmë se u mashtruam. Por, duhet ta themi, mashtrimi ishte pjesë e një komploti të përmasave euro- atlantike. Bash aso çfarë ndodhë në filmat holivudian!

Ish qeveria që akordoi fondin, u rrëzua në një seancë mosbesimi, pas vetëm rreth pesëdhjetë ditësh qeverisje. U rrëzua, siç spekulohej, për “mos-bashkëpunim” me administratën e Trump-it, e cila thuhet se e ka përngutë një marrëveshtje të shpejtë paqeje mes Kosovës dhe Serbisë, sepse i intereson një sukses në diplomacinë ndërkombëtare, para zgjedhjeve në vjeshtë atje.

Kur u premtua fondi pesë milionësh, unë bëra një llogaritje të shpejtë dhe besoja që, mua do të më takonin rreth 2,000 euro, në mos më shumë. Shkova në shitoret e afërta dhe bleva, jo më vetëm gjërat esenciale, por edhe alkool e proshutë të shtrenjtë derri! Shitësve që hezitonin të më jepnin veresi, ua tregoja titujt e gazetave. Dhe bindeshin. Hyra borxh edhe në disa farmaci, porosita mobilje të reja për dhomën e ditës, bleva një kompjuter të ri e kështu me radhë. 2,000 eurot që besoja se do të më takonin, i bëra rrush e kumbulla.

Përfundimin besoj mund ta imagjinoni.

Tani e kam ndërmend që të ngre një tendë para ndërtesës së Qeverisë dhe të fle aty, si akt proteste. Jam i sigurtë që do të më bashkangjiten edhe dhjetra artistë e sportistë të tjerë kosovarë, të cilët, njejtë si unë, kanë bërë rrush e kumbulla paratë e premtuara. Madje, jam duke menduar që t’ia kërkoj një çek dy mijë eurosh drejtëpërdrejt Donald Trump-it. Edhe mund të kem sukses, kurrë nuk i dihet!

Ende März beschloss die damalige Regierung des Kosovo ein Hilfsprogramm in Höhe von fünf Millionen Euro für Sportler und Künstler aus der freischaffenden Kulturszene aufzulegen. Das „Notpaket“, wie es genannt wurde, sollte die Künstler und Sportler in der Zeit unterstützen, in der die kulturellen und sportlichen Aktivitäten wegen der Pandemie vollständig eingestellt wurden. Es gab Grund zur Begeisterung. Na also, sagte ich, endlich geschieht etwas Normales in diesem Land. Als ich das damals in den verschiedenen Zoom-Konferenzen den internationalen Kollegen und Freunden erzählte, waren sie alle angenehm überrascht. Denn ein ähnliches Hilfsprogramm haben Deutschland, die Schweiz … und vielleicht noch andere westliche Staaten aufgelegt. Aber Kosovo?!! Eine rumänische Kollegin sagte mir im Spaß, dass sie uns beneidet und dass sie nach der Pandemie ins Kosovo auswandert.

Die versprochenen fünf Millionen Euro wurden bislang nicht an die Künstler und Sportler ausgezahlt. Wahrscheinlich werden sie nie ausgezahlt. Wir stellen fest, dass wir betrogen wurden. Aber wir müssen sagen, dass der Betrug Teil eines Komplotts von euro-atlantischem Ausmaß war. Genau das, was in Hollywood-Filmen passiert!

Die damalige Regierung, die das Hilfsprogramm auf den Weg gebracht hatte, wurde nach nur fünfzig Tagen im Amt durch ein Misstrauensvotum gestürzt. Sie wurde, spekuliert man, wegen „mangelnder Kooperation“ mit Trumps Regierung gestürzt, die auf ein schnelles Friedensabkommen zwischen Kosovo und Serbien drängt, weil sie wohl vor den Wahlen im Herbst einen Erfolg in der internationalen Diplomatie benötigt.

Als das Hilfsprogramm in Höhe von fünf Millionen versprochen wurde, machte ich einen schnellen Überschlag und glaubte, rund 2.000 Euro zu bekommen, wenn nicht noch mehr. Ich ging in Läden und kaufte ein, nicht nur notwendige Sachen, sondern auch Alkohol und teuren Schweineschinken! Den Händlern, die mir keinen Kredit geben wollten, zeigte ich die Zeitungsüberschriften. Und sie ließen sich überzeugen. Ich kaufte auch in ein paar Apotheken auf Kredit ein, bestellte eine neue Einrichtung fürs Wohnzimmer, kaufte einen Computer und so weiter. Die 2.000 Euro, derer ich gewiss war, habe ich auf den Kopf gehauen.

Ich glaube, Sie können sich vorstellen, wie das ausgegangen ist.

Jetzt habe ich vor, ein Zelt vor dem Regierungsgebäude aufzuschlagen und zum Zeichen des Protests darin zu schlafen. Ich bin sicher, dass sich auch andere kosovarische Künstler und Sportler anschließen werden, die genauso wie ich das versprochene Geld auf den Kopf gehauen haben. Ich überlege sogar, einen Scheck über zweitausend Euro direkt von Donald Trump zu verlangen. Vielleicht habe ich Erfolg, man kann nie wissen!

At the end of March, the former Government of Kosovo decided to allocate a fund of five million euros for athletes and artists from the independent cultural scene. The “emergency package,” as it was called, aimed to help artists and athletes at a time when, due to the pandemic, all cultural and sports activities were completely cancelled. There was room for enthusiasm. Damn it, I said, something normal is happening in this country at last! When I told my colleagues and international friends about this, in the various zoom-discussions we had at the time, everyone was amazed. I mean, a similar fund had been allocated in Germany, Switzerland… and perhaps in other western countries. But in Kosovo?!! A Romanian colleague of mine jokingly told me that she envied us and that after the pandemic she would be moving to Kosovo.

The promised five million euros have still not been distributed to artists and athletes. And will most likely never be. We have to conclude that we were deceived. But we must also admit that the deception was part of a conspiracy of Euro-Atlantic proportions. Just like it happens in Hollywood movies!

The former government that had allocated the funds was overthrown in a no-confidence vote, after only around fifty days in power. It was dismissed – or so people speculate – because of its “non-cooperation” with the Trump administration, which is said to be in a rush for a quick peace deal between Kosovo and Serbia because it wants an international diplomacy victory, ahead of the autumn elections there.

When the five-million-euro fund was promised, I made a quick calculation and estimated that I would get about 2,000 euros, if not more. I went to the shops nearby and I bought not only the essentials, but also alcohol and expensive pork prosciutto! I showed the newspaper headlines to the shopkeepers who hesitated to give me things on credit. And that convinced them. I also ran up a debt at various pharmacies, I ordered new furniture for the living room, I bought a new computer, and so on. So, I spent the 2,000 euros, that I believed were mine, like a drunk sailor on shore leave.

I think you can imagine how this story ends.

I’m now thinking of erecting a tent in front of the Government building and sleeping there, as an act of protest. I am sure that I’ll be joined by dozens of other Kosovar artists and athletes, who like me, spent their money like drunk sailors. I’m even thinking of asking for a two thousand euros cheque directly from Donald Trump himself. It might work, you never know!
